Limit international student visas to 2% of the student population.

We should limit the student visas issued to 2% of the student population of our Universities and colleges. AT MOST.

Why even give them student visas? In what way does it benefit the US to educate foreigners? Why not add 2% more us citizens to the college rolls and kick the foreigners out. Don't they have colleges in their own countries?
