One problem is federal laws that look at race in alternative discipline schools and disciplinary referrals in general. If Joe gets in trouble and is white, he is put into DAEP for a set number of days. He does school work but cannot be in his regular classroom. If Joe is a minority, he might not get the same discipline due to too many students of his race being in DAEP or not enough white students being in DAEP. It all stinks. Punish students based on behavior. Leave race and ethnicity out of everything. That includes no reporting of academic testing by race at all.
