Based on things I've seen and watched about the Chinese government, it is essentially a conglomeration of criminal and old guard families that make deals amongst themselves in order to determine who has the majority share and can rule the country. Some families, that largely rule their areas autonomously except for edicts from above, have been doing so for centuries.
They don't just have a deep state problem ... The government IS the deep state and has to be dismantled. Part of that, I believe, is to destroy the image of being an effective government in the eyes of the people of China. I think much progress has been made and we may be near the tipping point of major populist-led reforms in China. If I recall, a substantial portion of the population has left the Chinese party, as per the Epoch Times. Additionally, a growing portion of the population are professing Christians, which will help provide a moral foundation for a new culture to be anchored on.
Personally, I have my doubts as to whether the whole of China will continue to exist as a nation given how they forcefully assimilated areas that differ so widely in culture, like Outer Mongolia, Tibet, and so on. Would be interesting to see if they go the way of the Soviet Union.
