Correct me if I am wrong, but it would be 0% tax on the first $150k for everyone. So if you make $150,001 you would only pay tax on the $1. That is how the current bracket system works.

Group A: 75% of the population (those making under 150K) do not have to pay a single cent in income tax and Group B: the other 25% does, regardless of how much or how little. That's still a different set of rules and is essentially saying the government can extort under threat of prison, money from group B.
