Let’s see, I suggest letting them stay if:

No felonious background
No crimes of any sort committed while here
Pay $7.5 million for a Bronze Card (50% penalty over the cost of the gold card) with a 5 yr probationary period, that if not complied with, gets them a free flight back home.
