Exactly. As evil as they are and as much as they want to destroy our country, they don't want it fully gone, just perverted.

Everyone is the hero in their own story, and has their own motivations. Likewise most driven people want a legacy. If you see the subversion of a corrupt system as justice, you would perhaps want a record of your accomplishment and deeds to review, or for future acolytes to see how you helped "save" the county.
