Arrests are easy. But keeping them arrested is impossible until things are properly cleaned up. Q said it had to be by the books, which means that not just corrupt judges and anyone with power had to be removed, but those above them. And those above them, and on and on. I'm guessing white hats already knew which pieces need to be removed before they can checkmate the king, it's just a matter of removing those pieces
