Universities were probably the first form of NGO. They are nothing but public money siphons.
Here in the states, at least, they get a part of every handout that involves communicating something. Need to inform the public that the sky is blue? They will take that.
Then they get a LOT of research grants. Everything from materials to pharma. And when something goes right in the research, the lead guy turns it into a company and sells the company for a few billion to a defense or pharmaceutical company.
A bit gets kicked back to the university and all of the money we spent in taxes to fund those drugs and material research goes right out the window and we have to pay the most for the product in question (especially drugs).
