Foreign Exchange Department is what I believe you are trying to get at.
While the majority consensus is on the Federal Reserve, you could tie in FED as something foreign exchange based...solely because of one reason that ties them together...both are ran by the Central Banking system. This is the target, no matter what meaning you go off of, IMO.
