So they burn the ballots? Whoever is in charge of counting those ballots has a lot of power...

There are three ballot counters or scrutineers.
If there is not a 3/4 majority winner, then the ballots are threaded and burned.

I thought it might be the Camerlengo, but it sounds more likely the scrutineers do it.
