Keep in mind the parable of "camel's nose in the tent".

You start by having ICE and Federal officers in the cities, arresting illegal immigrant criminals.

Then, you 3X increase the number of Federal officers in those cities... 3X increasing the arrests and deportation.

Then you bring in still more Federal officers to increase the arrests.

Eventually, you have several hundreds or even a few thousands of Federal officers with equipment, backup support in these Sanctuary Cities. They are all introduced slowly, and only target illegal immigrants.

Then comes the orders to arrest public officials, judges and civic leaders who aided and abetted illegal immigration. Those thousand Federal officers pivot and mass arrests occur in only a week. They were already staged and in place, waiting for that order.
