A more blatant way of doing something similar is by using taxpayer funded NGO’s to lobby for “public wishes”.

These NGO’s are used as an attack vector by the commie bureaucrats who can claim it wasn’t them that wanted X to happen, they just passed those laws in the interests of the people.

These NGO’s whole system has been subverted and corrupted.
