Revoke them all and start over.

I heard all this whining about the USAID people that were let go. Friends of those fired were livid and exhibited a hate Trump syndrome. And how visa holders ready to graduate had their visas yanked.

Schools can still graduate the students from a distance. I have sympathy for those involved, but when a generous benefit is exploited and then corrected, innocent people are affected.

That is Life......
