Can you explain exactly what you did? Did you use an Android phone or something else? What Bluetooth scanners did you use? Can you post screenshots of the supposed MAC addresses you detected?
Wigle wifi is a free app. I have used it and set it up to filter out only bluetooth ble signals and tested the wigle wifi - this does work and you can set up to show by signal strength to basically show you the nearest devices.
The best way to simply confirm this is using the android method. Heres a guy from the UK showing exactly what I've seen. The source is the people.
