We will never know the exact numbers in China, but from human nature when govt money budgeted to a locality is allocated partly based on population, which creates a financial incentive to pump the numbers up, did people expect corrupt ccp politicians to tell the truth?

They don't just lie to us, they lie to eachother 10x
