We had a similiar buyout where I live, about 20 years ago. Upstart telecom bought out the legacy telecom, with a 'promise' to the local gov't to keep the main admin HQ in place.
They did ... for six years. Then moved it 352 miles south, to the corporate HQ.
Coincidentally, the current local gov't administration had recently lost the election, and a new mayor was coming in. For some reason, there was no hue & cry in the papers about the transfer ....
Unless it's in the contract, don't believe it.
