It's super simple stuff. I'll break it down for you.

The uniform code of military Justice is a federal law passed by Congress. Like all federal laws it has to comply with the Constitution.

Within the uniform code of military Justice, they explain who is subject to the law.

And in almost all cases it never applies to civilians. It would be illegal to apply it to civilians. There's some exceptions but they're super tiny
