The restriction in Los Angeles came as the authorities tried to quell the protests that had been intensifying overnight. Demonstrations spread to at least two dozen cities.

So, the communist Mayor is basically asking the violence to move outward now. Downtown has had enough let's have the car burnings and looting go into the neighborhoods.
