Your point is not being ignored, I am saying that when they get arrested by state law enforcement.
They can still be charged by the federal government afterwards, even if they were arrested but then released by the state without any charges.
The state cannot charge them for federal crimes, if they were arrested by federal law enforcement after their release.
Then the federal government is able to arrest and charge them for those types of crimes.
This has happened before many times.
