Hasn't worked in the region historically doesn't mean it won't.

Just like it hasn't worked in The Americas until the Founding Fathers. Before that, it was a colony of The British Empire. And before that, it was savages killing each other.

And don't forget, The British Empire for a long time was exactly as its namesake...an Empire.
