I’m not saying it’s safe to use a phone while driving. I’m just saying that ironically it’s less safe because of human behavior I’ve observed in other drivers I’ve seen on the road in response to the laws making it illegal.
A technological solution that limits the use of phones to making an emergency call when moving faster than 5mph may be more effective at preventing accidents. Although I’m not advocating for that because there are other privacy implications and differentiating between drivers and passengers that need to be taken into consideration.
