I lived in Austin from 2000 to 2014. I watched in real time how the politicians and police started letting homeless set up on major intersections and all over the tourist streets downtown. It was sickening to watch even then. It was an awesome place to live back in early 2000s. It was a mix of all kinds of people until outsiders (mainly Californians of course) started moving in droves and started electing themselves, changing laws, etc.
