They really need to be looking at the non-citizens H1B employee's to find how this happened, and how it was allowed to continue. When H1B Visa's are abused to hire for positions not covered, and non-citizen managers, directors, and executives are then in charge of vetting more H1B visa employee's, and they all get access to information supposedly restricted to U.S. Nationals / Citizens working on American soil, the floodgates of illegal activity are opened with no oversight or restraint.
Oh, and no, it is not limited to JUST Microsoft. Almost every tech company is under the same threat of losing American control of a U.S. company.

What Needs to Happen:
Audit H-1B Usage in Defense-Linked Roles.
Mandate U.S. citizenship for sensitive infrastructure access.
Establish independent vetting for cloud and defense contractors.
Hold executives accountable for policy violations.
