Law enforcement urged people to stay away from the vicinity of East 52nd Street between Park Avenue and Lexington Avenue on Monday evening due to an active shooter wearing a bulletproof vest and armed with a semiautomatic rifle.

Apparently his note blamed the NFL for his brain injuries and mental health situation. The NFL HQ is in that building as well as Blackstone. This may have just been his last stand. Goodell might have been his final target, and the cop and others were collateral damage.
