Maybe exile? Most honourable way for statesman that commited the treason with good intent and non malicious intent or were ignorant of the conspiracy. If there powerful by riches or in the institutions and establishments, treason is always delt with with end of life and symbolically. I was always fascinated by the turkish use of the bowstring amongst the dynasty, in such matters of justice.
Exile to somewhere remote, get them working. Or synthetic cheap plastic ropes for the worst of the worst and nice hemp designer ones if there's any honour left.
Depends on the crime and level of complicity. The mules should get life in prison at the very least. But exile (with no option to ever return to the USA) to an unpleasant place might be a good alternative to taking care of someone who hates the USA.
