I believe the best way forward with cannabis will be to make it so that federally it isn't enforced at all but it is enforced at the state level.
Rescheduling it any other way at the federal level sets a precedent for all states. Kicking it back to the states (like abortion) allows each state to do what they want with it.
Conservative states can keep it illegal and the lefty states can legalize it. Or whatever the individual states decides to do with it
Other than the proven medicinal benefits and recreational use, there are many other industrial uses of the hemp plant.
Some examples are making clothing from hemp, hemp paper, hemp rope, hemp wood, removing heavy metals and chemicals from contaminated soil, hemp oil, protein from hemp seeds and even long lasting hemp batteries to name a few.
It is rumored that years ago hemp was seen as competition to the wood and paper industry as well as competion to the beer and alcohol industry. The corporations saw hemp / cannabis as a threat and competition to their businesses so they bribed our politicians and law makers with money to pass new laws making the hemp / cannabis plant illegal to possess and own. Propaganda campaigns began with the making of the movie " Reefer Madness " a 1936 film meant to instill and use fear as a motivator for not using it and to justify its illegality.
Prisons, jails, and lawyers created a booming industry of buisness that created huge profits out of its illegality, which in turn have hurt millions. Those who now have a stain on their record because of hemp are now not able to get good quality paying jobs in any of the big major industries.
Genesis 1:29 " And God Said, Behold, I have given you every herb bearing seed, which is upon the face of the earth, and every tree, in the which is the fruit of a tree yielding seed; to you it shall be for meat. "
