To be fair, if I were in Zelensky's shoes, I wouldn't go to the capitol of the Nation of the Enemy either, that's a foolish move, Neutral ground is the only safe place for meetings.

Finland's WW2 era wartime government went to Moscow twice during WW2 and nothing happened.
Russia wasn't pushing into Finland at the time. yeah they weren't exactly allies, but Zelensky's situation is far different.
