It seems the backdrops, which were ocean scenes depicting the water in various forms of unrest, were describing the true feelings of the Kims as they were strongarmed into doing the cabal's bidding. As North Korea was "freed" (in that the country no longer answers to anyone but the Kims... average North Koreans are not "freed") under President Trump's first term the backdrops switched from storm imagery to placid, calm conditions.
