I'm in the US but if I set my VPN to any European location it still allows me to view the page, both when I'm logged in or not. That just seems interesting to me since usually known VPN IP addresses are the first to be blocked.
If people are still looking for a VPN to use I'd really recommend Mullvad, they are cheap and very privacy focused.
I think to get any definite information about issue it's going to have to come from the .win admins as this kinda stuff is outside of the moderators control from what I can tell. It would be interesting to know if the other .win communities like conspiracies.win also block international users, that would certainly show if it was a site wide issue or not but I don't seem to be able to replicate any issues from my end
