Why? Because John Q. Public (the guy who cast his vote) has a right to live his life in some form of relative peace.
It's fine to get the creeps at the top, but not exclusively at the expense of the so called "little people" who are suffering at the bottom.
Who is all this reforming for, if not for "we the people"? To insist upon a sole focus of prosecution of public figures is almost an elitist viewpoint.
