I don't think a Royal anything should be required. It's experience.
The U.S. Constitution does not require federal judges to be lawyers or law school graduates. It was not until late 1900's that states started it as a requirement.
When I was working there, they have to in WA state. Either lawyers or polices who have been in the field for at least 10 years plus.
