I believe it's a combination of #4 and #5.

From what I understand about Project Looking Glass, they can take actions to change things, but once they find a (rare?) timeline that is "a winner", they more or less need to stay on that "course of action" or "plan" otherwise additional actions could derail the entire plan/timeline that leads to success.
