Looks like cigarette butts to me.
It look's like miniature pizza's.
How did they get to the roof? They typically make it pretty hard to get to the roof of any building on a college campus.
See my post from last night. There is a staircase that goes to the rooftop in the middle of the building he shot from.
There are also ladders between levels on the outside of the building.

Look at the roof on google earth. The shot was about 150 to 160 yards. There is also a glass pyramid on the roof.
