I suggest you calm down and take some time to pray and then read the following a few times

It does not say he contacted the FBI twice in the weeks leading up to the shooting. It says he contacted the FBI because he had seen a similar looking suspect twice in the weeks leading up to the shooting.

If you cannot see the difference, no one can help you.
