Yeah, you've been shooting 50 years. This kid's own father says he had no rifle experience. Also, the rifle didn't have a scope, there are pictures out there.

Cox said authorities determined the rifle, found wrapped in a dark towel, was a Mauser Model 98 .30-06 caliber bolt action rifle with a mounted scope.

Ok, even with a scope, how was the scope zero'd in for 200 yards with a 10 mph wind, especially since the wind station there says the wind went from 0 mph to 12 mph a few minutes before the shooting.
