No you're not supposed to do stupid shit when you are in uniform (or outside of it if you are active duty). This guy is talking shit as if getting hit with a charge under Article 134 is something big. It's like getting a traffic citation or a summary citation. It's basically tacks on a bunch of little shit that can add up to show a pattern of being a dirtbag, but overall this is a big nothing that this guy is trying to make it sound like it's something big. It's not.
