We had them burned off twice and they just grow back.she uses salacylic acid on them twice a day. I think she got them at the gym. She is desperate and is considering the HPV vaccine which I’ve told her to research because I do not think it’s a good idea. And it’s an off label use. Any suggestions for alternative treatments?

Have her checked for an auto immune disorder and parasites. Warts aren't contagious.
I would also recommend Chlorine Dioxide Solution, following this protocol, per Dr. Andreas Kalcker: Treatment: An indicated treatment for this case would be to use protocol C or alternatively protocol F, complemented by protocols D and Z. Human papilloma virus (HPV) is responsible for warts, these can appear in any part of the body, due to this the frequent use of protocol D will be a good ally for the reduction of this discomfort, it can be applied frequently in the areas where these formations are found; along with this protocol C30 will be a good complement; without leaving aside protocol E 2 times a week for a correct control.
