What does CK know that would get him into witsec?

Or is it not just for protecting those with knowledge of something the .gov needs you to stay alive to tell? I'm confused

It's not what he knows, but more that he was effectively deprograming these kids at an alarming rate that the DS didn't like.

I know that but if he is in witsec Im asking for a better understanding of witsec being given to someone. I dont believe he is though sadly.
