Something about Caucasian kids makes them popular with all the creeps and ghouls in this world. But, modern day, we know Ukraine is a hotbed of smuggling which is a large part of why it's a warzone the EU creeps are trying to protect. Romania's right on the pathway into Europe.
2. Erika and Charlie both have a long, long public track records. They're Christians in word and deed. Both of them make it part of their public life. They're consistent about it, so we should expect things they're involved with to reflect those values.

So, let's consider the possibility that she was indeed involved. But let's consider the possibility that she was involved in rescuing kids from smuggling operations and getting them out of the country and into safe foster programs, out of reach of the creeps who intended to exploit them. This would be 100% consistent with their religious beliefs and public personas. This would also be perfect cover for CIA- or similar affiliated operations to send in rough men to do rough work and cover it with a civilian veneer to hide their own involvement. Why do the kids disappear then? To protect them from bad guys who'd want them back and give them a chance at a new life (think: witness protection program-type operation).
