In 1887, the U.S. government did not have a dedicated cabinet-level position for health. The closest equivalent at that time would have been the Surgeon General, who was responsible for public health matters. The role of Surgeon General was established in 1871, but it was not a cabinet position.
This is a great indicator of how far our education system has decayed. The UN did not even exist until 1945, in addition to all the other obvious flaws pointed out by others. SMH.
