Backup site access / IP protocols

Just in case the 10 days are here soon ... what is the back up access for this site? I would hope that there is a contingency plan.for comms... I mean even the chan had an IP backup in case of internet black out. ..
Any Mods or Admin want to advise on this please do so.

I have this site in my hosts file, but that's about all I can do.

I don't think we, the public will go dark, the US military have done so 3 days ago, so 7 days more?
