Grid = electrical power grid
Edge compute device = something that sits on the edge of the network, ie, a computerized power meter. It's considered in the utility company's network and sits on the edge, therefore edge compute device.

I have no doubt in many deamoncrat cities it is, but knowing a bit about it I wonder if it is not at least part of the "Black Eye" that Q references that protects from mass outages across the nation.
Smart meters? That in reality cause your electric bill to go higher. And causes spikes and anomalies in the electricity that fuck up your appliances.
