If it was an airstrike rather than artillery, it is very serious, as that would involve multiple layers of command structure and logistics to organise.

If it was artillery, that could be a couple of undisciplined degenerates.

The airstrike scenario is very serious and impossible for them to excuse, especially with civilian casualties.
