Its because the good guys use them when needed for reasons other than to just slowly kill us and make the frogs gay. The anti chem thing is a double edge sword. Its like all the old arguments against the funneling of money into the military industrial complex and their black projects. While some of those projects are very bad it turns out that if we didn't have the black projects we would all be speaking Chinese or Russian right now. What we really need is major declassification and full transparency after the DS is completely removed. Its a government for the people by the people right?
