To be fair - what he said was instead of prosecuting prostitutes, focus on providing job opportunities in the general economy. He's still BS as it's abstract pie in the sky and even if there are job opportunities for these prostitues, they won't take them. Just listen to any of the thousands of interviews, and for various reasons such as how much it can pay, flexibility in schedule, lack of education, mental trauma etc. etc.
Majority of women would never degrade themselves with prostitution - there is something else going on rather than just no "job opportunities" for a women to enter prostitution.
