Charlotte NC needs to

A) remove ALL the judges and put in new ones
B) be quarantined. put a giant 33' fence around charlotte and don't let anyone in or out (escape from charlotte)
C) alternative to fence above are drones with sniper rifles that kill anyone going in or out of charlotte
