Because it never crossed their mind to question it without it being pointed out that it's a bad idea? Doesn't really make them seem like intelligent, competent people, now does it? Either they have no clue what's going on in their own administration, or they're aware of it, but have no idea why they shouldn't do it, or they're aware, know why it's a bad idea, and do it any way.

now that it has been brought up, maybe they will stop it.
Because they were unaware of it happening, until it was brought up? Or that because some people complained about it, they'll stop? Or....what?
I was thinking the latter, but maybe the former could play a role. Someone in the admin might say, why the hell are we doing this?
