It depends. Certainly a lot of them are, but if you were offered free money in a market that tightly regulated, you'd be stupid not to take it. The whole market is screwed up anyway, it's subsidized because it is so heavily regulated.

They get paid to not grow when water is being diverted to the ocean instead of reservoirs because it's California and retards have been in charge
