Make it a fast-track deportation center. Put one long, slow escalator going from bottom to top, on each level, as they pass by, do a different 'processing' job (application, hearing/decision, processing out) and top level /roof is a helipad to transport guests directly to O'Hare or Midway for a speedy flight home.
