It's election season. The controllers don't want to be fueling any more opposition talking about about being radicals, commies, revolutionaries, insurrectionists, etc. That doesn't win independent votes in the center. They're still commies, but they can't look like commies for the time being, so the Rent-a-Mob gets told to go home for a while.
